Update: Wednesday November 15, 2017 at 17:25: The APA Closing Plenary is scheduled to resume this evening at 19:30 in room Genf.

Week 1 of COP 24

COP Opening Plenary
Access for the opening ceremony at 10:00, Monday, will be restricted. RINGO will have a set number of tickets.  Tickets will be distributed on a first-come first-serve basis by meeting Marilyn Averill at 9:30 at the entrance to the COP Plenary in Plenary New York.  Marilyn will be wearing  a charcoal jacket with a red and black scarf and black pants.

Presidency’s Open Dialogue with NGO Constituencies and Parties

Session 1: NDC enhancement and implementation 

Purpose
The session on NDC enhancement and implementation aims to facilitate greater collaboration between Parties and non-Party stakeholders (NPS) for enhancing NDCs. NPS can play a key role in supporting effective implementation, strengthening domestic enabling environments and providing analytical inputs to identify new opportunities for mitigation and adaptation action.

With a particular focus on the Facilitative Dialogue in 2018, this session will discuss how NPS can contribute to the efforts of increasing ambition with the aim to build momentum, provide confidence and exchange good practice on effective cooperation amongst stakeholders at all levels.

Guiding questions
1. How are Parties and NPS collaborating with each other on enhancing and implementing NDCs?
2. How can NDCs be improved?
3. How best can NPS actively contribute and feed into the FD 2018 both directly and indirectly?

Session 2: Enhancing observer access to and participation in formal meetings 

Purpose
In May this year, SBI, under the agenda item Arrangements for Intergovernmental Meetings (AIM), extensively discussed and continuously enhanced observer engagement in the UNFCCC process. The purpose of this session is to build on the conclusions of SBI 46 and discuss specific steps towards their implementation as well as enabling conditions for further enhancement, in view of previous SBI discussions and conclusions.

Guiding questions
1. Given that time management in Plenaries and Contact Groups is challenging, what are innovative ways to increase intervention opportunities?
2. Following SBI conclusions, what should the next steps be throughout 2018 for Parties to make greater use of inputs by non-Party stakeholders in workshops and technical meetings, as well as through submissions?
3. What are good practices from other UN processes? How can they be applied in the UNFCCC?

High-level Champions consultations with observer organizations
Topic: The future role of the Champions, being a bridge between NPS and Parties, in particular for the Facilitative Dialogue and the Technical Experts Meeting in 2018

Update (Tuesday November 7, 14:40):  APA informal tickets for informal sessions today were handed out after the conclusion of the contact group.  We have 1 ticket remaining for the 15:00 session today for agenda item 6 and three tickets each for agenda item 8 related to adaptation fund at 15:00 and for agenda item 8 issues NOT related to adaptation fund at 17:00 today.  Email Tracy at vls@ringofocalpoint.org if you are interested in the tickets.  See here for schedule and locations.

Tickets for informals tomorrow will be handed out at the RINGO meeting in the morning.

Update (Tuesday November 7, 9:30):  APA informals tickets will be distributed after the APA Contact group ends.  Meet Tracy and Beth outside of Plenary New York after the contact group concludes.  We will distribute tickets for informals occurring today.  Informals occurring after today will be distributed at tomorrow’s RINGO meeting.  We have three tickets for each informal.  To receive a ticket you must be there in person.  We will attempt to distribute tickets equitably amongst delegations.  Those that receive a ticket will be asked to submit notes to be posted on our meeting notes page.  Tickets are for one informal session only and must be returned at the end of the session.

Update (Tuesday November 7, 7:45): APA informals will require tickets to access.  RINGO is in processes of receiving tickets from the secretariat.  Tickets will be distributed at RINGO meetings.  If tickets will need to be distributed at other times during the day, it will be posted here.

Update: Tuesday November 14, 2017: The High Level Segment that begins at 3pm on Wednesday, November 15 in New York requires tickets for observers. RINGO will distribute them at its 9am meeting that morning. This session will be webcast, so those without tickets may watch it on line or on CCTV.
